Dear ankit kumar. yes delhi university offers BMS course and givesadmission based on admission test. and in +2 there must be 60% marks should be there.

You can easily get into NSIT, though you may not get computer engineering as your branch. Also the branch you get will depend upon whether you are a delhiite and if you have a category.

Passing marks is around 40%, with this percentage you will be facing trouble in getting an engineering college because maximum engineering colleges demand minimum 60% or 55% marks in class 12th

As you have not mentioned the course that you want to get into, telling you the admission dates will not be possible. However, you will initially have to fill the admission form and appear for entrance tests, to get admission into the university.
