NIT Rourkela is far better than NIT Durgapur, in terms of Campus, infrastructure and placements. So, choose the best.

As per the latest 2018 NIRF-MHRD ranking of engineering colleges in India these institutes are ranked as:-
NIT, Durgapur- 47.
NIT, Silchar- 57.
NIT, Hamirpur- 64.

There is total intake of 63 students in civil engineering in NIT-Durgapur, out of which, 32 seats are for students of West Bengal and 31 remaining are for other state students.

NIT Kurukshetra- 43
NIT Durgapur- 47
NIT Calicut- 50

See you are opting for quite an outdated course. The scope and opportunities are very less. Talking about placement, it more or less lacks everywhere in civil branch. After all, you will be hired by a mass recruiter only (most probably). If possible, select a better stream. And if you want civil only, I can say both the institutes are good. Yes, IIEST Shibpur has the oldest civil department, but I can't say about the labs and facilities whether they are latest or not. Having a legacy doesn't imply that it will be good.
