Yes, an average student can easily join the University of Gottingen. The requirement of the university is the student must have passed higher secondary school with a minimum of 55%. The requirements are not much, the student need:

There are no stated minimum score requirements in order to be eligible for a scholarship at the University of Paderborn. For overseas students, the university does, however, offer a complete tuition scholarship known as Free Tuition, which pays for all tuition costs for up to six years for doctorate degrees, two years for master's degrees, and four years for bachelor's degrees.
