As a pre-requisite to get into TU Dortmund University master’s programs, the applicants are required to have a bachelor’s degree. Also, to be admitted into the programme of this university, the applicants are required to have sufficient language skills; English and German language skills. Many degree programs at the university are offered in German, so the applicants should have a good German language knowledge.

Yes, Dortmund University offers numerous master’s degree programs or master’s specializations that are conducted completely in English. The university is becoming international day by day and more than 5,000 students from around 120 countries are enrolled and they make up about 17% of more than 30,000 students.

The Univ of Bremen offers education free of cost for international students; however, they are required to pay a semester fee worth EUR 350 per semester. 
It is the same case with the Univ of Hamburg, which only asks for a per-semester fee of around EUR 335
Thus, it can be said that Hamburg offers a more affordable education.
