Hi Priya,
First of all, congratulations on your rank. You can get into any campus except for Mumbai, Delhi and Bangalore. The thing an about TD is that every campus has its own strong areas like Gandhinagar is the best option if you want to work with handicraft, Mumbai and Kannur are good with the technical knowledge. Otherwise, textile design in all campuses is good.

It depends in what type of college you want admission. For example, if you want admission in government college, then it will be not so costly. If you want in private, it will be costly and if you want abroad.

Yes, it is possible to get admission through Gujarat board and GUJCET and not through JEE.

Yes, there is a course for B.Tech in Mechatronics - Rs 2.72 lakhs total course fee.

I'm gonna answer the part about IISER. After completing your B.Sc, you could pursue an integrated M.Sc-PhD at any IISER (though the amount of people selected is pretty low compared to BS-MS dual degree). You could also try out Ph.D. after you get your Masters. Then you would have to sit through an exam and interview.

Congratulations on your rank.
You can get into pretty much any campus yet, Mumbai and Delhi are a little difficult to get in in your case. Do check the last merit ranks admitted in 2017 to get an idea.
