Candidates claiming Reservation in IIT JAM must submit required documents supporting their claim. Failing to do so can lead to the candidature for admission under the reserved category. Candidates who will have valid IIT JAM 2022 score only they will be eligible for admissions in respective institutes

The chances of getting into those NITS are high but as you have a bonus of SC category. NIT, Surat and NIT, Hamirpur both are good colleges to get into. But if you talk about civil, then you should join NIT Surat. NIT, Surat gives you the best infrastructure and teaching facilities etc. They will provide you with good placement also. You can join NIT Surat. Civil needs better labs and infrastructure to study, so I suggest you to join NIT Surat.

The chances are very low that you'll get an admission. Even if you do have a home state quota you won't be able to get admission into the regular programs. I would suggest you look into the integrated dual degree programs of CSE and ECE as the cut off for those go very high (for home state).it might be hard to get into CSE in NIT Hamirpur.
