Yes, with 57% in HSC you can get admission in to B.SC cardivascular technology in some colleges. Though top instituties may have higher cutoff check the specific colleges eligibility criteria as requirments can very.

Kurukshetra University (KUK) requires a minimum of 40% aggregate marks in Class 12 for admission to its B.Sc programs, so with 57% in CBSE, you are eligible to apply. However, the actual cutoffs for popular and specialised B.Sc courses at KUK are much higher. For 2025 the exact cutoff isn't out yet, but in 2024 RV college of architecture KCET cutoff for general categeroy was around rank 88.
