Yes, in many cases you can. Many colleges can accept you but with more strict evaluation because you are from open schooling. But, not every college will accept your application. It is therefore advisable that you check with them directly. Chances of admission in Germany are very less so will recommend you to check colleges in US, Canada, UK, Australia, etc. You can drop the admission offices an email and they will let you know if NIOS will be accepted and if additional verification will be required for admission.

The most important point is that DAIICT does't have computer science. The course is ICT- information and communication technology which is sort of combination of ECE and CS and some people can do minors in computational science which is different from computer science. DAIICT, LNMIT, DTU, VIT, Nirma, Thapar. Hope this helps.
