There are many universities that offers B.Ed through distance education. Some institutes conduct entrance exam where as in some institutes, you can even apply directly for admission. A few good universities are: IGNOU, Delhi University, Delhi, Lovely Professional University- Punjab , VIT University Tamilnadu, Jamia Millia Islamia University Delhi, NMIMS Mumbai, Anna University Tamil Nadu, University of Mumbai, University of Kolkata, Pune University, University of Hydrabad, Delhi University, AMU, The Maharaj Sayaji Rao University, JNU Delhi.

Yes, for Masters you should be passed Bachelor's degree, then you can apply for the Master's degree.

You do not need to have Teaching Experience to do B.Ed - for Regular Classroom Course. If you want to pursue B.Ed through correspondence, then you should be working in some school or /and you should have experience of two years. B.Ed distance education has been stopped by most of the universities for general public .It is now academic degree ,not valid for teaching job .Other jobs one can apply .Those who had joined as teacher earlier without B.Ed can complete by private study or Distance . The government had made regular B.Ed compulsory for all teacher posts. For central schools B.Ed (distance) is not eligible.

You don't need an experience certificate for b.ed as per my knowledge. you can do distance from Jammu if the university provides that. contact them in person or check out on their website there you can find all the relevant information.
