Here is the list of good public colleges which provides reservation for OBC-NC:
1) NITIE, Mumbai (Last year cut off for OBC was 85)
2) All IIT's (High chances in Kanpur, Rourke and Madras)
3) DFS and DSE, University of Delhi (High chances)
4) IRMA, Anand (High)
5) UBS, Chandigarh (High)
If you perform well in GD/PI then you can confirm your seat with NITIE itself. Give first priority to NITIE. You got high chances. In India work experience is not at all mandatory for fetching MBA. So don't worry about it.
All the best.

In 2013 and 2014, CAT cut off for OBC in NITIE was 75 but in 2015 it was 85. So, the cut off mainly depends on the number of applications receives. So, if you are lucky this time i.e. in 2016 the cut off will be 75 again. So, there is a chance for you. Don't lose hope.
All the best.

No. All over India, Engineering is a 4 years course Now, depending on the industry you would like to join after graduation, you can choose a course which is for 3 years but it will not be engineering.
Example - To be employed in IT industry, you may want to do BCA.
