This is so sense the whole process and the ranking of students who get admission is a closely guarded secret by different colleges. VITEEE Cutoff 2022 will be released for each engineering stream, with higher and lower cutoffs based on candidate preferences. Candidates who will score 118 or higher would most likely be in the range of 1-250. Candidates with marks of less than 31 will be put into 20,000 or lower rank.
Candidates on the merit list will be called to participate in VITEEE Counselling. The counselling will be conducted on the basis of Rank Lists prepared as per the candidates percentile score in the examination.

CSE versus ECE. The debate goes on from year to year. However, from the perspective of placements, CSE outscores ECE by miles. At least in the force-able future, this situation is likely to continue and the students will get placed. As you seem to like both the branches equally I would rather advise you to go for CSE since at least for the present and also in near future opportunities in this branch or really great. Best wishes to you.

67609 th rank is good but as in VIT mostly only candidates within 2000 rank are taken in. Sometimes if they decided to have more batches then they would refer to extend the rank more than 2000.
