I researched online for the above question and I think that they are not accepting MAT score. It will better for you if you can directly contact the alumni member of the university through call/mail (secondary option).

Hello, Firstly, let me congratulate you for deciding to pursue graduation after completion of Diploma. Unfortunately every state has its own rules and regulations about this process of lateral admission. Normally there will be a matrix, wherein eligibility of different branches of Diploma for admission into different branches of engineering will be made available. There is no fee waiver for marks obtained in the qualifying exam. If you scored more than 85% marks, then you can get admission easily in this college or in any college for any course you are interested in. And, you can also get fee waiver in private college.
