Yes a commerce student can join BCA course without maths. The general eligibility criteria for joining BCA course is to Pass with 50% aggregate marks in 10+2. BCA is total of three year program

The eligibility criteria of BBA FIA of Shaheed Sukhdev College of Business Studies CBS (University of Delhi) is given below. Eligibility :
1. Senior secondary school exam from a DU recognised board.
2. Best of 4 subject calculation should include English and Maths at the senior secondary level.
3. The aggregate passing marks should not be less than 60% (General) or 55% (SC, ST, CW, PwD). Admission criteria: DU JAT
So, Mathematics is a mandatory requirement at 10+2 level. So you can not get admission here.
