Yes, you can pursue CS . It take about 3-5 years. It depends on the time taken by the student to clear the exam, Foundation Programme= Rs. 3,600
Executive Programme= RS. 7000
Professional Programme= Rs. 12000
It is on you if can do without extra coaching or not.

Best college for any engineering degree are IITS AND NITS. After that you can go for Chandigarh university from those you mentioned.
