Yes, you can. You just need to score good marks in GRE and TOEFL exam.

The specialization in area of your profession i.e. EEE will suit you better.

Although engineering colleges prefer PhD for teaching roles but if you are M.Tech in CSE then you can teach CSE courses. However for long term career in teaching, you are advised to do PhD in CSE.

How much have you scored in class 12th, doesn't matter. If you really want to take admission in engineering, so you have to prepare for JEE mains exam to get admission in government colleges as well as IITs.

In today's life, computer is the best option for job opportunities. So, if you want to do BCA, you have to qulafiy an entrance test.

You need to score over 95% in class 12 and get a decent score in AIEE or IIT JEE. SAT exam is not mandatory, but if you score well, it will increase your chance. You can also appear for IELTS, and you need to score 6 band.

You may face challenges in getting admission in Ph.D abroad because with MCA degree by distance learning you may have difficulty is showing consistent academic performance. You are advised to try seeking admission in German universities. You may also not face similar challenges in India.
