You have not mentioned the course you have opted now and the course you want to change to. It is a simple no, if you want to jump say from B.Com to BCA or BBA or likes that's called a change of course. But, if you want to change your specialization within the course, say you opted for Accounts specialization in B.Com, but you wanted to do marketing then there is a procedure to get it change. You need to check with the college authorities about the procedure. I can answer it better for you if you can be more specific about the change you are seeking for. Thank you.

Yes, you are eligible for this course, the eligibility criteria does not state any particular stream. But, you must have at least 50% in your Bachelor's degree.

Only if you are a final year student. Yes, Any engineering. Graduate ( Passout / Final year Appearing ) is eligible to appear for IES examination. You, however, need to produce the required documents of the qualifying exam as and when asked by the UPSC commission before the final selection. Yes, you can apply for IES engineering services examination). .

It would depend on the type of Masters and the university policy. In most popular Colleges that would not be possible because they prefer students with course background. But you could get into many other colleges that may not be very popular
