Scholarships are awarded by the universities to deserving students on merit - good academic percentile, extracurricular activities, excellent reference letters, impressive personal statements, high test scores such as SAT TOEFL etc. Since your question is incomplete, it is difficult to answer whether you are close to getting a scholarship or not.

It is legal to pursue a regular and an open degree. Most students do it nowadays. You can also use both degrees at once wherever applicable.

Hi Darshan,
I would suggest you to go for full time degree programs in data Science and engineering if you really wish to excel in your career. Distance/online course will not help you much.
