Hi,
To pursue Bachelor's degree in Germany, students must complete 13 year of education that is one formal year of schooling after class 12th. You can attain this either by enrolling into a Bachelor's degree course in India and completing the first year or by clearing IIT JEE Advanced. You must also be fluent in German language, since majority of the Bachelor degree course in Germany are taught in German language.

Option 1: First you decide the country you want to study. I assume that you want to study your Masters in instrumentation only. Contact the embassy official or their website for procedures.
But irrespective of any countries, all that you need is enough money. My opinion is Germany.
Option 2: Contact a counsellor- reliable- and take guidance and help. They will help you until you settled there.
