You have to procure IGNOU prospectus from the study centre near by. Read it & fill in the application form. Along with the form & requisite fees, send it to the Regional office for admission. Latter on, study materials from IGNOU will be delivered to you. After through study, you have to submit the assignments & you have to appear the term end exams.

Yes you can do this. But you have to start from beginning again in distance mode. You don't have a chance to resume from wherever you have left. Do please again think about this and ACT widely and accordingly.

Yes, you can do even regular degree with regular Ph.D. qs a first, the UGC on April 12 announced it will allow students to pursue two full-time and same-level degree programmes in physical mode simultaneously either at the same university or different universities. Selection to any of the PG courses offered by the university is subject to merit on the basis of marks obtained in graduation and on relevant subject(s). Further, sitting for a counselling session is required for the final selection of candidates.
