Hello Shreyoshi, The fees are quite reasonable in TIFR. From what I could gather, fees are to the tune of Rs.6K only. I am attaching a link that will give you all the required information. http://www.tifr.res.in/~sbp/new2015/FAQ.htm.

It seems that you are skeptical about your performance in BITSAT this year. However, I would suggest you keep your hopes high.
And, to answer your query, you can also go for the dual degree at BITS. Here, you have to score well in your first semester and keep your CGPA above 8.0 in order to switch to BE in CSE.
