Integrated M.Sc is a couse which consists of both UG & PG. So, as you have already completed your UG, you should better go with PG rather than integrated M.Sc.

PGDM in Operations is good specialization in SIES. Yes you can opt for Operations and Finance its a good combination of dual specialization. All programmes have dual specialization. Electives include- Finance, Operation, Marketing, Human Resource, IT and Systems.
Moreover,placement for operations management is also descent.

The major specialization is your core specialization and your placement will be as per the same specialization whereas minor specialization is just to get student have additional knowledge so that they can accordingly apply it well in their major field.

Value in term of Degree and qualification is same for both the cases. Both have to apply for license whether its BA-LLB or LLB.
But difference could be in the sense of these factors:
Subject Knowledge
Skills
Communication skills
Presentation skills

Cut-off do not go according to specialization. Cut-off will be general because in the first year MBA students will study all the subjects and in 2nd year they will choose specialization.
