As you are not a resident of India, you can apply through the NRI quota. There is a whole different process for NRI applicants.

I am afraid this university does not seem to offer this course as per their website. Yes, you can change your college in 1st year at any time after it. It is not possible to change the college. If you change the college, you need to take admission again in the college.

Hi Manan, I think any institution's value is primarily determined by its students. BITS Pilani, Dubai Campus is a good choice for those who weren't able to get into tier-1 and tier - 2 engineering colleges of India.
