London is not advisable now, if you have an offer you may consider. Anyway, UK is tough for international applications now. Dubai now is a hub. You can also check Australia.

If you plan to do your higher studies in India, then you might not be able to pursue informatics as that requires mathematics. For any other country, you will need to check the eligibility criteria as 40% is too low. So, score well in grade 12.

The answer to this question depends on the colleges that you are targeting in these countries. Your decision should depend on the college rather than just the country.

I would suggest you to avoid VITS - Dubai campus as it has poor ROI. You can try for:
1. BITS – Pilani.
2. BIMTECH – Noida.
3. BIMTECH - Bhubaneshwar.
