Hello,
Of course he is eligible, but it's uncertain if you'll get the asked for course. You can always select a course and then slide to the desired course after the end of the first year if you have a +9 GPA.

Based on your Diploma in electronics and communication, you are eligible to seek lateral entry admission in B.Tech/BE 2nd year in all branches. You can do B.Tech in EEE.

No, you cannot. The counselling user stream 1 is held on June 19th, 20th and 21th but the AIR ranks till 2000 are only called. So you may not get it unless you have TNR rank.
If you had got a counselling offer then you may try your luck.

You can opt for BC Roy Engineering College Durgapur as your rank is not good enough. But at this rank BC Roy will be best for you. Please note that placement in not very good there.

The Gender diversity doesn't matter at any cause, Being an electrical engineer in other 4 years ,you must be strong in fundamentals.You can appear for GATE examination during final year.Having some outstanding scores in GATE you get recruited by PSU and central government jobs such as BHEL, POWER GRID.etc
EEE has very good scope for girls.

* To be eligible for B.Tech (EEE), you need to pass 12th in Science (Physics, Chemistry, Mathematics) with minimum 60% from a recognized board. You need to sit for the entrance exam.
