I am neither a career advisor nor an educationist. I am an ECE graduate currently working as an IT/Software professional. Also, the answer caters specifically to the Indian engineering diaspora. So take my answer with a pinch of salt.
Short answer-
If you strictly have to choose between these two branches in the Indian academic system, go for IT if you want to be closer to a CSE program. The IT program though contains courses encompassing the management and commercial aspects of the industry, you'll still get the minimum or even more coursework required for a career as a software developer or computer scientist in the future.

Dear, Yes, being an engineering graduate, you are eligible for getting a good job. But there are some more eligibility criteria you are to clear -
I) Your B.Tech required to be cleared with no or very minimum backlog. Ii) Your should have strong knowledge in your domain. Iii) You should be trained in soft skill. Iv) Take some special industrial training related to your field. V) Moreover, you should be smart enough to face interview seriously and sportingly. I hope this will help. Best wishes.

Hi Sagar!
There are many PSU companies and Indian Railway department where you can get the job after Diploma in ECE. If you have got at least 60% and above marks then you can easily get the jobs. Information about the vacancies in these companies keeps coming in the daily newspaper or the Employment Newspaper. The PSU companies where you have the chance of getting jobs are:
- SAIL
- NTPC
- BSNL
- MTNL
- BEL
- BHEL.

Akshat don't go with which stream is better. Go with what you want do after studying B.Tech. You may take following considerations. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering. Or Electrical engineering. If you are India, after studying Electronics and communication engineering most of the students gets job/work in IT companies. Only few percent gets chance in electronics companies. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. IELTS is most preferred in any European country. However, you can also give TOEFL. Based on your course, you have to appear for GRE GMAT also. If applying to Germany, you will have to give German proficiency test. However, other European country doesn't have such specific requirement.

Yes, there are exams for Electronics Engineering that is NPTEL. It is started by Government of India, in which you can learn and also give exam for the course. The complete course is divided into 4 weeks, 8 weeks and 12 weeks course and you have to pay Rs.1100 for exam. So, all the best.
