It is difficult to find a MS Electronics Engineering in Canada, you will find closely related and subset programs. You can apply to top tier universities without a doubt. University of Alberta, University of British Columbia, University of Alberta, McGill University etc. Would be suggested. GRE is not mandatory but I think University of Toronto and Alberta requires but also depends on the programme. You can also check Ryerson University, their programs are quite innovative.

It's like comparing an Apple tree with a mango tree. VJTI has B.Tech electronics and telecommunication course and CoEP has electrical engineering course as well. Coming to college comparison, VJTI and CoEP both have great study centered ambiance to provide. Can go for wherever you would like to stay, Mumbai or Pune. Also according to the cutoff which ever will be most likely to get admission in.
