It's very nice to know your desire. Firstly, you have to decide as to from which university you want to do Ph.D. Secondly, you need to appear for and clear entrance test conducted to select students who can register for Ph.D. Thirdly, you need to get accepted by the guide for this programme. Then, with his guidance, you need to register and start the process.

It's not possible because, in engineering, practical knowledge should be there and being a theoretical expert you cannot become an engineer.

There are two factors that you should consider while deciding where to take admission: the stream
and institution.
If you are not very particular about the stream that you want, then go for better institution i.e. COEP. But if your interest lies strongly in mechanical and you are not getting mechanical at COEP, then you may join WEC.
