I am sorry to say but most of the engineering colleges have a minimum cutoff of 60% in PCM so I doubt you will get admission in an engineering college.

The best engineering colleges would be the IITs since they have best in class education, infrastructure, training and placement. Then there are some top private institutions like BITS, VIT, SRM, etc. Which are also better engineering colleges.
