From this year onwards, admissions to engineering colleges in TN would be based on marks obtained in 12th exam. Hence, it would be next to impossible to guess cut-off.

Your intentions and dreams are indeed good. But it is not easy. Both these states have restricted admissions to only domiciles of their state. However, if you want to study in only either of these states then you have the option of doing your JEE Mains and Advanced and seek admission in NIT or IIT of these states.

Management Quota is exclusive preserve of management. You will have to approach management directly for finding procedure for admission.

I would say that mechanical engineering has better placements than biotechnology as only few colleges offer it and some of those colleges are not good too.
So you may opt for mechanical engineering.
It is better to choose a good college than a good course as it will help you in future.
If you want to do biotechnology you may do it From IIT Madras, Anna University or SSN College of Engineering.
