Yes, you can join a BTech course without appearing for JEE in India. Many engineering colleges have their own entrance exams or other eligiblity for BTech.

It's better to take admission in any UG college than to drop out for a year. Based on your score, if you just miss getting into the top IITs or NITs, I suggest you work hard for one more year. However, this does not happen for most students; only around 5-10% are successful.
