After filling and submitting LPU NEST application form, candidates must book slot to appear for the exam. During slot booking, candidates can select exam centre, date and time from available options. Exam slot allotment is done on first come first serve basis. Exam centre is allotted by authorities based on centre preferences entered by the candidate during the slot booking. 

Yes, other state candidates can apply for MHT CET, but the exam is being conducted exclusively in Maharashtra state. This means that outside state applicants have to travel to Maharashtra to give the exam. Moreover, the reservation benefits will not apply to outside state candidates.
