Cutoff rank is announced by the college for each round of admission process that depends on multiple factors. Students whose ranking is this or better can only apply for admission. NTA announces cutoff percentile or ranks. Students who have scored this or better are only allowed to seek admission in any medical college in India.
Then there is All India Quota under which students only from other states can apply for admission in a given state. For the remaining seats, students domiciled in that state only can apply.
As can be seen, cutoff figures have no relevance once admission process is over since after this only closing rank is of relevance.
