Yes, you can get some NIT which are situated near Uttar Pradesh which have low cutoff ranks including NIT Patna, NIT Allahabad and NIt Bhopal. You may be able to get branches like Civil Engineering, Mechanical Engineering and Electrical Engineering in NIT Patna or NIT Allahabad.

Yes, you can do M.Tech after a 4-year B.Sc. (Hons) in Blockchain Technology if your degree is recognised under NEP 2020 and considered equivalent to B.Tech by universities. If you got rank in JEE Mains 650000 then, you can only gat admission in your home state colleges in the lower branches. You are not eligible for other states because your percentage in board exam is less than 75 percentage
