Eligibility : A candidate should have passed any Degree (UG) and should have secured not less than 60% of
the total marks in the aggregate. The candidates belonging to Scheduled Caste / Scheduled Tribe communities should have secured not less than 55% of the total marks in the aggregate of all subjects.
Because you have not completed you engineering degree course, hence not eligible.

As per my knowledge, you can not get admission anywhere by showing the degree from EIMSR because as per the data available on the internet this particular institute is completely fake there are many people complaining about this institute, though I do not have any valid information about this EIMSR. So I would recommend you to cross-verify your BE (Mechanical Degree).
