You are not directly eligible for electrical engineering, but you can apply for Diploma in electrical engineering after class 10th. After 3 year course of Diploma, then you'll enter B.Tech in the 2nd year of electrical engineering.

In general, The admission in MNNIT in M.Tech programs are given in the following three categories :
1. Admission to students who qualify through GATE ( For M. Tech. in Comp. Sc., and M.Tech. Software Engg. there will be an additional entrance test).
2. Admissions to college teachers through the Quality improvement Programme.
3. Admissions to candidates serving in the Industry, sponsored by their employers.
So if you are meeting the other two criteria as mentioned at s.no. 2 and 3 can get the admission in MNNIT. Otherwise No.

You can give individual private college entrance exams like VIT or KIIT or others provided you first shortlist the names of the colleges that provide the course. Or, you can give JEE and state examinations.
