Yes, you can get a good government job. But you have to appear in respective competitive exam.

Karnataka State Open University, Bangalore (KSOU) does not offers any undergraduate program on the basis of diploma engineering. Hence no 2nd year or lateral PUC programs are available at KSOU.

After Diploma in Naval Architecture you can do the B.Tech (Naval Architecture & Ocean Engineering) through lateral entry mode in School of Naval Architecture and Ocean Engineering Visakhapatnam. The admissions will be made in the order of merit based on aggregate percentage of marks of Diploma course.

You can apply. However, in UK you can finish your UG in three years. In Canada, you need to do four years. It is better to complete UG in UK and then proceed to Canada for Masters.

There is no entrance exam. If you get minimum 60% in UG degree you are eligible to apply. You can apply the moment you get your; last but one semester mark sheet. You will get your conditional offer. You need to prove your English proficiency do doing IELTS or PTE exam. It is advisable you apply through an educational consultant, they will be able to guide on visa processing.

Please note that German language may be required for admission in most of the colleges.

Studying B.Tech abroad with a Diploma after class 10th would be difficult. But, it would depend on the policies followed by various countries and their education system.
