Yes, you can. But first, ensure that you have at least 55-60 % in your Bachelor's. Then less than 6 appearances in the supplementary exam would be good. Write IELTS exam, get an overall 6.5 and individual 6 bands. Apply for a college in Canada, wait for their conditional or unconditional offer letter. Then start the visa procedure.
