Hello,
After Diploma in engineering with 45% or more than 45% marks, you can take admission directly in 2nd year (lateral entry) in BE.

By the colleges based on merit subject to Rules of reservations prescribed therefor.
Eligibility Criteria:
A pass in the two-year Intermediate Examination of A.P. or +2 Examination recognized as equivalent thereto and with an aggregate of 40%marks (pass percentage for SC &ST candidates) in the concerned Science subjects viz. Physical Sciences & Mathematics group Or Physical Sciences & Biological Sciences, as the case may be.

With preparatory rank, you will only get the preparatory course, which is different from an actual undergraduate programme in IIT.

I don't think environment engineering is a good career to pursue in India as very less work about environment is done here. While IITs will definitely give you a promising career and life but I cannot say how much you will enjoy it. You may then thin about giving Indian Forest Service exam through UPSC.

No, distance/correspondence course is recognised by AICTE. Hence, there cannot be college that claims to have recognition for their distance engineering course.

Diploma Entry is given on the qualification of 10th standard. 12th qualification is only required if you are seeking admission in lateral entry. Since it a government college they must conduct state level entrance exam. Appear for the exam and try to score well.
