In India, any engineering degree or Diploma offered by correspondence mode is not considered as a valid degree. So make sure that your degree will not be considered valid for any Govt. job.

To get direct admission in engineering degree course in second year on the basis of Polytechnic Diploma, it is not required to appear for CET. He will be admitted based on the marks obtained in Diploma.

You have no chance in good NITs and in IIITs, he can apply for new IIITs like IIIT Sri City, Kotak, Nagpur, Vadodara, Kalyani, etc.

Most of the colleges/universities allow to get admission with 45% marks but there are very few they required 50% marks in physics, chemistry & mathematics. So before applying make sure the minimum criteria for eligibility.
