See as per last year cutoff you have less chances because you are from outside Delhi and only 15% seats are available for outside Delhi. But also you can refer link to know more about admissions:

PGDM is valued in Canada, its a professional job oriented degree. Also, you can apply for a work permit after your PGDM. However if you want to come back to India you must gain some excellent work experience there or perhaps another degree like an MBA.
