If we see the past years cut-off ranks for CSE then IIT-B is the best and IIT-D and IIT-K will come later on. The cut-off ranks indicate the whole statistical data like students trends, Infrastructure, Placements and most important is rankings. Your first target should meet the prime eligibility criteria for admission in IIT's, i.e to score minimum 75% aggregate marks in 12th standard. I am strongly recommending that you have to join any reputed coaching institute for building confidence and time management. Good luck.

Present fees is around 1.5 lakh per year for B.Tech in PSIT. You will get relaxation based on your 12th score, JEE rank and UPSEE rank.
