There are mainly two aspects to master English. First is grammar and the other one is vocabulary. Grammar can be learnt by remembering certain rules and regulations of English language. But mastering vocabulary is a time taking one though it can be improved by adopting certain simple habits and by following these tips regularly.

Hi Debo,
NSOU should be accepted but you have to contact the universities abroad where you plan to apply and get it confirmed. They may require some additional verification as per their education framework. 66% is considered but also again depend on how competitive the universities. Top ranking will be difficult to get into. Scholarships are also given on merit, you can check the information on scholarships in the university websites itself. You must also take IELTS or TOEFL and/or other exams if necessary and required by the university.
