Although it is not a mandate, however English language exams like TOEFL or IELTS help set a standard of the proficiency of the language. Hence at time of interview, your verbal communication will be uplifted by the scores that you have in these exams.

Although it may not be a compulsion to pursue English honors specifically considering the basic eligibility to pursue a career in travel industry is minimum 10+2 or preferably a graduate in any field.However considering that travel jobs generally involve frequent interaction with people from various location hence Good command over English becomes an advantage at time of job interviews.

First refer basic books like Riemann murphy English grammar very basic level you can refer on your own with out help of others and then you can go coaching for advanced level. Even in coaching classes they are teaching basic level English. Hardly with in six months you can learn (both basic+advanced level English)

In my views after B.com, M.A in English will be more favorable than history. M. A. in English will open great career opportunities after masters you are eligible for govt. as well as private sector jobs.
But on other hand if you start preparing for IAS, than a aspiring career is awaiting for you after clearing civil services examination.
