Spend that much amount only if the college is worthy in terms of the job opportunities, learning, infrastructure, etc. Else, save money for pursuing MBA from a reputed college since the fees is usually quite high.

Yes, you need to have domicile certificate in the same pattern as mentioned in the website. They will not reject but tell you to make as early as possible as mentioned. You just need to download that page and fill it and take sign on it on the basis of your original certificate.
