Hi Ashish, Universities in Germany are often funded by the state but not necessarily regulated by it. So every university decides its own eligibility criteria and cut-off. 1. Clear IIT-JEE Main and Advanced
2. Spend a year at a university in India
3. Do Studienkolleg
After that, you need to pass TestDaf up to level c2 to prove your knowledge of German language. The requirements of your respective field can be found on the website of the university.

Every country has stringent labor laws and with MS, the ideal work you may join is research or graduate assistant. The salary may range between 5 to 15 or more euros per hour and you may work up to 20 hours a week. For more clarity read this. Getting a job entirely depends on your skills and if you know German, it would be much easier.

Other than that, it is not mandatory. You need to appear for scholarship tests like IELTS or TOEFL. German language certificate could be an added advantage but not mandatory.
