If you want to study Bachelor's degree in Germany, you must complete 13 years education that is one more year of schooling after class12th. You can attain this by completing the 1st year of a Bachelor's degree course in India or by clearing the IIT JEE Advance. Also, you must be fluent in German language, since UG courses are taught in German. For PG courses, you must pass your Bachelor degree with exceptionally good grades.

German universities are highly competitive, more than 75% is recommended. So if you have these grades then you can think of applying. Check DAAD India website, take the IELTS and TestDaf and start applying.

Yes, absolutely. Complete your 11th and 12th with high academic percentile and get involved in high end extracurricular activities too. If you want to study in USA take the SAT or ACT during your 11th or 12th. You must also take the TOEFL or IELTS. Decide where to study and what to study first, accordingly you must check the requirements and prepare.

There are no tier 2 or 3 universities in Germany, every university is competitive and good ones. Some private universities may accept but 6.5 is a very poor score for Germany. You can still try applying to some if your SOP, LORs, research profile etc is very strong. Otherwise check options in other countries like Netherlands, Australia, etc.
