Both USA and Germany are equally good for engineering degree. Both USA and Germany have excellent international reputed engineering institutes. Selection of institute will depend on the following criterion: reputation and ranking of institute, fee and living expenses, student accommodation in campus, scholarship possibilities, placement record, areas of faculty expertise, language for education, admission criterion, student visa challenges and work visa after degree etc.

I am not too sure if I can insert every detail here. Admission requirements differs with universities and countries. Most universities require not more than two backlogs per sem.If you have a backlog Germany will be impossible as academic records is the most important factor. Improving your grades considerably if you have backlogs is crucial.

Higher studies in Germany are free for all students. So, you only need to spend on the cost of living. However, note that free education is available only in public colleges and universities, not private. So, if you work hard and aim to get admitted to the public universities in Germany, your education will be free of cost.
