To get into IRS services/cadre, you need to crack civil services examination. The UPSC CSE consists of 3 stages Prelims, Mains, and Interview. Getting into Indian Administrative Service is not easy considering the competition involved, but not impossible for a candidate with right attitude and approach.
UPSC (Union Public Service Commission) is the government agency responsible for selecting the right candidates for this service. Every year only around 1000 candidates are selected for all the 24 services combined. The number of candidates who applied for UPSC Civil Service Exam was about 9 lakh in 2015, out of which around 4.

For the UPSC and other government examination, the general eligibility criteria is:
The candidate must hold a pass Bachelors degree from any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University, under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Yes, you can join IAF provided you are NCC Air Wing Senior Division 'C' certificate holder. The other eligibility conditions are for joining IAF under this scheme are:
Graduates with minimum three-year degree course in any discipline from a recognized University who have attained minimum 60% marks or equivalent and have passed Maths & Physics at 10+2 level or BE/B Tech degree (Four-year course)
Candidates who have cleared section A & B examination of Associate Membership of Institute Engineers (India) or Aeronautical Society of India from a recognized University with minimum 60% marks or equivalent are also eligible.
