In this case, they won't be top universities but bottom or mediocre universities. Either, you can check universities in countries like Finland, Slovenia, Czech Republic, Greece etc. These are not the very top most countries but affordable. You do, but will be a challenge. An outstanding personal statement and some strong recommendation letters will be required. I will strongly suggest you to retake the IELTS. If you can attempt GRE again, universities will evaluate every aspect of your profile including your extracurricular activities, projects, seminars, etc. You have to be strategic and understand what your strengths are which you have written on your application.

I will suggest you to take a diagnostic test first, it's available online and also on the ETS website, the official website for GRE. After you take the diagnostic test a couple of times you will know your standing and if you need external help and how much work you need to be doing on get the scores right. Even while you are preparing keep taking these mock tests regularly and keep comparing your improvement. Check Jamboree, Khan Academy and Manya Abroad. These are some famous ones.
