You have to start with one course at a time. I would recommend to start with web designing first. As you are from Maths background, web designing will develop your interest. Simultaneously, start learning about hardware and networking basics and then do CEH.

See, for ethical hacking course, you can do from anywhere in India or from online programs. It's not the big deal if you want to get into this, then I'll prefer you to opt for the B.Tech from CS branch.

There is no such college, which will teach you hacking. There are private institutes which will provide you training on Ethical Hacking. As you are already doing CCNA I recommend you to do CEH after it. All the best.

The courses which you are referring to are certifications. CCNA, CCNP are certifications provided by Cisco. You need to prepare for the certification exam, apply for the exam and clear the exam in order to be CCNA, CCNP certified. There is no college for it as it is not a degree program. There are many regional institutes which provides training for such courses. Figure out a good institute near you and they will guide you ahead. All the best
